Utility assistance is provided under the CEAP program, a federally funded program administered statewide by the Texas Department of Housing and Community Affairs. EACGC is a sub-grantee contracted by TDHCA, to administer the CEAP Program in Matagorda County. Under CEAP, priority is given to low-income, elderly/disables individuals and families with children five years of age or under. All applicants must meet the Fedreal Income Guidelines for the current year. EACGC provides services only for Matagorda County residents.
