About Webb County Community Action Agency

The Comprehensive Energy Assistance Program CEAP is a utility assistance program designed to assist low income households in meeting their immediate needs and to encourage customers to control energy costs for years to come through energy conservation education.

The program targets low income households with high energy usages.

1. Utility Assistance: Is used for home energy payments to assist Low Income Households to reduce their home energy costs. It shall combine home energy payments with energy conservation tips, participation by utilities, and coordination with other services in order to assist Low Income Households to reduce their home energy needs.

2. Household Crisis Component: Provides short-term assistance in "weather related and energy supply shortage emergencies and other energy related emergencies that affect widespread numbers of households" Eligibility will be determine at the point of the application intake.
