About Community Resource Project - Sutter and Yuba Counties - HEAP

The Home Energy Assistance Program, commonly known as HEAP, is a federally funded program that assists low-income households that are struggling to pay their electrical bills. Individuals must apply for this program and provide all the required documentation. Additionally, individuals will be educated on how to budget and manage their energy needs.

Eligibility:

Income qualified
Have a high energy burden
Has a resident in the household that is part of a vulnerable population (i.e. seniors over 60 years of age, disable persons, and children under 5 years of age)

Documentation required:

Copies of all income from all individuals residing in household for the last 6 weeks
Copies of current utility statement from SMUD, PG&E, Propane, Oil and Wood bills
Both Social Security card and a State-issued identification for all adults living in the household
Other documentation pertinent to program guidelines
