For Emergency Assistance, you must have a disconnect notice for utility accounts. Clients may reach us for service by:

Fill out the HEAP Assistance Request form below. For shorter wait times, please use this form which will provide you a response within 48 hours.

You may also call HEAP Direct Appointment Lines at (909) 723-1500 for an appointment Monday-Friday between 8:00 a.m. and 4:45 p.m. Due to the high volume of requests for services, you may experience higher than normal call wait times and may opt to use the form below.

Clients are no longer taken on a walk-in basis.

Good morning, I have been trying to complete an online app & it's not going through with the document uploads. Now I'm trying to set up an appointment but it doesn't take me to a site to make an appointment. Your phone lines so busy.

My question: I am already a LIHEAP recipient, I receive SSI and also senior citizen. Do I have to wait a year to re-do a new application or can I do my application any time?
