You need to apply for assistance through this program which is available as long as there is sufficient funding. You need to provide documentation, such as identity, income, residency, among others and then have an in-office interview to complete remaining paperwork.

Individual that is applying must be 60 years or older or have a family member residing in household that is 60 years or older
Reside in county
