Permanent Disabled on disability roommate moving out in the near future seeking energy and or rental assistance to remain in my apartment thanks for any help and information

Called at 3:20 in the afternoon they are not taking calls. Says they are open till 4:00, Filed heating and cooling last year and now I must do it again this year? I am elderly just need my recertification but never received it. I thought renewal's and doctor's orders were for five years. Now I have to make a special trip to doctor's office again just for this? I need to speak to someone from NORWESCAP for clarification.
